eFuse shadow register initialization

If the operation of copying the contents of the eFuses to Caliptra's shadow registers was handled by a ROM and not by an FSM HW, would it still comply with Caliptra's requirements? It should be noted that, in the scenario we are referring to, both the eFuses and the processor that executes the code of this ROM are part of a "security enclave", i.e. an environment whose access from the outside is inhibited and in which Caliptra itself is embedded. Furthermore, please consider that secrets stored in eFuse are not visible to any mutable code.
