Any plans to include this in the next release?

The NASA folks told us about it during a conference call, and we don't have any more details. Maybe they can fill in when they get a chance.

Also fails when `permanenceDec` is `0.2` or greater. I suspect it has to do with destroying synapses with permanence `0`. Still investigating.

I agree with @breznak. Only thing I want to add is that it would be good to put the fixed default seed in one place, to keep the code DRY.

@scottpurdy Thanks for the pointer, but I'm not sure how to use it to address this problem. Maybe we can talk about it tomorrow.
