Allow WinKeyer to handle PTT whenever it is the active CW mode

Allow WinKeyer to handle PTT whenever it is the active CW modem; otherwise QSK is lost.

QSK doesn't work with WinKeyer

When WinKeyer is active there's no need to toggle the PTT. Doing so, in fact will disable QSK on the rig during the entire sending sequence. PR forthcoming.
