announcement: kwh, a browser extension for interacting with ptarmigan

@fiatjaf Hi there. I confirmed it works well with ptarmigan on testnet. If using Chrome, this extension needs to input URL of REST-API(like 'http://localhost:3333/api/') in endpoint of browser option(chrome://extensions/).
