Has the ability to create a TFS Branch been removed?

I can't seem to figure out how to create a new TFS branch with the TeamFoundation libraries. These samples show how to do it with the git but not TFS....

Exclude certain controllers?

I set EnforceHeader=true, to require the client to add the correlationID header. I need to exclude some of the controllers. I have a health check endpoint and swagger documents endpoint...
