We successfully configured Okta SSO using the examples from @fdx0. It helps to temporarily set LOGGING_LEVEL=DEBUG so you can see the Okta-groups that are being used for the mapping. Thanks...

Accidently reported it here too: https://github.com/DependencyTrack/dependency-track/issues/3415. Hope this can be fixed.
