You have to access the homepage through unsecured http protocol (bypassing security warning) then click strategies link. It seems that whoever made the website ( @jaredhanson ?) did not get/update...

That's what I ended up using. I don't know why it's not implemented, as it's not unusual to enforce both unique values.
