Add Message-ID to header so gmail will accept our messages

Without a "valid" Message-ID, gmail bounces the test messages. This fix adds minimal (and not globally unique) Message-ID to the email header.

Revise /cookies page

1. Eliminate default download format preference. It offered formats like DVI that we don't even support anymore, and had DPI settings for PDF files that I don't think do anything....
