No zed alert if pool is degraded or if vdev unavailable

I just ran in to this problem myself. The problem is caused by the `statechange-notify.sh` zedlet only sending a notification for states `FAULTED`, `DEGRADED`, and `REMOVED`; unplugging a disk results...
