I was able to fix it by going to that link, downloading the Build Tools. Then one by one I added these components from other discussions around the Internet. 

Sequence of events: 1. PC had 2.0.2 installed. Power flickered, and user shut down the computer. 2. On restart of the machine, this behavior began. 3. Downloaded newest version 2.1.2...
