It is mentioned in DifferencesTo400.html, see #4300. However, it seems not to be included in the current [ReleaseNotes_4.1.0 branch](https://github.com/modelica/ModelicaStandardLibrary/blob/ReleaseNotes_4.1.0/Modelica/package.mo) @Esther-Devakirubai can you please check why?
