I'm not too familiar with pyfmi, can you please confirm the FMI is used in Model Exchange mode, not CoSimulation?
As you can see from the MWE, the initial equations are solved by considering time = StartTime = 0.2, so you get x0 = 0.2, which is the expected behaviour....
