With a little digging, I was able to reproduce it with other PDFs. It seems to be happening with any PDF that is larger than ~50MB.

> Can you check the registry value of `FileSizeLimitInBytes` in `HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WebClient\Parameters\`? Turns out it got reset to 50,000,000 bytes (50 MB).
