kubernetes deployment for all clusters in same account

It allows to add multiple clusters at once just by using "CCLOUD_CLUSTERS= ...". It creates X deployments, services and secrets but 1 CD ServiceMonitor with all X clusters.

Added Dockerfile with Bedrock prerequisites

Added Dockerfile with Bedrock prerequisites installed in Debian based image ready to use. Instructions and usage come in Makefile. Documentation is updated in 2x README.md files.
