convert this repo to the carla_ros and release

Hi. I am Masaya Kataoka and I am a Autoware developer. I want to integrate carla with Autoware, in order to improve userbility, we propose to rename this repo to the carla_ros and release these packages as a ros package.

I know you already integrate calra with Autoware, but I think it is hard to use. So, I will make carla_bridge package for Autoware by ourselves.
