Data use applications

As noted by @faskowit (https://github.com/cMadan/openMorph/pull/2), some of these datasets require applications to gain access (PING, PNC, GSP, ADNI, AIBL, UK Biobank, and more). It would be great to add in this information through out, but some help would be appreciated, especially since I haven't used all of these datasets myself.

@cMadan - i think it would be really good to clarify these datasets in terms of:

accessibility, metadata, licensing, audience and turn it into some structured format with perhaps a proper data citation structure.

@jgrethe - perhaps this has already been done for these datasets?
