I can confirm this issue exists. I've applied @fabn 's fix as a temp monkey patch and can confirm it resolves the issue. Waiting for PR to be resolved.
This doesn't appear to work. Regardless of where the bot `/start` command is invoked, the webhook url always sets up notifications to the Bitbucket bot private message
