当在不知情的时候按了oss，会导致整个部署的dinky直接挂彩，并且启动不起来，我认为需要一个保护措施

hi,please reopen it, when restore from savepoint,the same error  
i test it: the flink sql can submit to application mode but the flink jar can not * flink sql  * flink jar 
i find out the problem:  if i add this two params ,flink jar can not subimit to application
