This PR removes repeatedly turning on a DP on DP switch. Since we no longer disable DPs after switching, we can assume they don't get disabled unexpectedly.

`--preverify` does not seem to work with RP2040

Calling `probe-rs run --preverify --chip rp2040 ` multiple times with the same .elf reflashes the firmware every time.
