I started working on this issue in https://github.com/bufbuild/buf/pull/1191 - it's non-trivial, but consider this accepted as an issue we should work on eventually.

This is going to change imminently, we're redoing workspaces in a v2 of the config files.

Just updating on this - we have no active plans to backfill further than what we have on https://buf.build/plugins right now, but please let us know if there are specific...
