Noting that the reason the current build job is failing is because pep440 dev versions are *not* in fact compatible for npm: ``` (dev) ❯ npm install npm WARN Invalid...

Noting that as of #12200 `versions.json` will be replaced with `switcher.json` for the built-in theme switcher. It would still be good to update automatically if possible.
