RD fails at startup because of missing parameter quote on windows

### Actual Behavior wsl.exe --import rancher-desktop C:\Users\\AppData\Local\rancher-desktop\distro C:\Program Files\Rancher Desktop\resources\resources\win32\distro-0.71.tar --version 2 fails for obvious reasons since the parameter path C:\Program Files\Rancher Desktop\resources\resources\win32\distro-0.71.tar is not quoted. Running the command manually...
