They don't, 35.0.0 has been the default value since AGP 8.8.0. The latest AGP is 8.11, still version 35.0.0 is the default.
Click on "Select APK source" and you should be able to choose the previously installed apk.

I might have found a better (imo) place to patch to achieve the same behaviour, let's see if it also fixes this issue.
