This patch allows plugins to track file operations events. Replaces #1396 Fixes [#24828](http://localhost:81/mantis/view.php?id=24828)

Creating a user without filling email should not be allowed

The error occurs if there is already a user in the system without a completed email field.  Error! Email address is already in use
