I was unfamiliar with rgeo, but will definitely look into that gem.
Can confirm that manually installing OpenSSL v1.1.1 into a Windows 64 system fixes this.
Doing a little more digging, it appears that useradd is attempting to access `/usr/sadm/defadduser` which is mounted as read-only within a zone.
Any recommendations on a benchmarking suite to test for this?
