Please add GetOutputLimits() method

Would be useful to add a method to read back output limits. I'd submit a pull reuest, but it looks like those aren't being looked at...

Thank you for your response, this code is an open source I found. I'm new to programming PID and mostly using it as a reference/building block. Ive had tons of University work lately but will hopefully get more time soon. Any general structural, feature comments or ideas are fully encouraged.
