`Makefile` looks for `VERSION` file in this directory which causes build failure if the build is configured with `--with-libpcap` flag. This should fix the issue. Related to https://github.com/Homebrew/homebrew-core/pull/223085 and https://github.com/Homebrew/homebrew-core/pull/222649
