[REQUEST] Allow to disable category

Currently it's only 2 options to delete and edit a category, but it would be useful to disable category.

- Admin can set maximum messages shoutbox stores/shows. - Button to clear all shoutbox messages and permission, in-case of spam. - Maximum characters allowed in shoutbox message.

Add non js captcha and add hcaptcha support.
