I am using mono (from the master branch) with the latest Nowin package from NuGet.

@Bobris This may have something to do with keep alive. Your source code shows support for keep-alive, yet actually running Nowin shows that no Connection: close/Connection: keep-alive headers get written...

My hack no longer works when using Ctrl-F5

Would you accept a pull request if I manged to fix it?

It is not better than Nowin, not yet at least.

Note: This is with auto scaling turned on.

It alleviates a bit with it it off, but then the other content that renders right with it on renders badly.

This is happening with CU5 on non-docker installs as well

I fixed the issue, by uninstalling CU5 and re-installing using the GDR repository.
