Have you tired using newer powershell version. It seems like you're using Powershell 5 Which might having bugs creating MicroWin ISO

Try using Powershell 7 to see if it works or not. Sometimes Powershell 5 is buggy sometimes

This should be the Arc Browser lack of setting dependency on the winget side. It's the winget / Arc Browser issue
