I'd stick to the [IUCr definition](https://www.iucr.org/__data/iucr/cifdic_html/1/cif_core.dic/Ispace_group_symop_operation_xyz.html), however probably there is no need to require symops for the standard settings / origins. So if they are omitted, one should assume [ITC](https://it.iucr.org).
