Clarified python 2/3 command line options.

FYI - If http.server is used and works, you have Python 3. If SimpleHTTPServer is used and works, you have Python 2. Some wording around the commands updated.

Issue is apparent with ~500 meg NDS ROMs. ROMs ~256 meg and below sync fine.
