numpy 2.0 was released on June 16, 2024 and is causing failures. For now limit to < 2.0

This was implemented in https://github.com/USEPA/flowsa/commit/5b4204d480364cc26781c3ed572229fa7a5b997d. We should revisit if this is still necessary.
