Skips files without savings?

It seems like the input file gets outputted if there are no possible filesize savings. Is this behaviour intended? Can i force the webp creation somehow?

Tried to load the styles of "lightgallery.js" (https://github.com/sachinchoolur/lightgallery.js). Didn't work until i renamed the module to something without .js ending.
