Secrets not showing up in /run/secrets after reboot

@mkurkov `config.system.activationScripts.setupSecrets.text` does not work for me. `nixos-rebuild` complains about an unknown `setupSecrets` attribute. If i use ```shell ExecStart = '' /run/current-system/activate ''; ``` as [shown](https://github.com/Mic92/sops-nix/issues/149#issuecomment-1529988588) by dpc it works.
