Debug macOS in bulk builds (WIP)

Bulk branch is currently failing on macOS, which currently looks to be due to differences in how the conda-forge-ci-setup package behaves in recent versions.

This PR is to help diagnose the issue and to develop a solution that can be ported over to the bulk branch.

This PR should not be merged as-is because it reconfigures CI files to focus on the specific Mac issue.
