Consider standardized schema for transcripts

It would be useful to have a consensus schema for what a transcript is.

Prior art includes (but is certainly not limited to)

• a branch somewhere in biocommons by @reece
• cdot transcripts https://github.com/SACGF/cdot/wiki/Transcript-JSON-format
• rust structs for deserializing cdot transcripts from json via serde-json in hgvs-rs: https://github.com/bihealth/hgvs-rs/blob/main/src/data/cdot/json.rs#L189
• protobuf files used for storing cdot transcripts in mehari: https://github.com/bihealth/mehari/blob/main/src/db/create/txs/data.proto3
