I think what you might be seeing with the hover states is #1233 ? This is a behavior we inherited from the iD code, and it is confusing to people....
It is probably offering that suggestion because that node also has the `crossing=zebra` tag. I’m not sure if we will be able to support the semicolon delimited values as well...

Thanks for flagging - yea considered this and raised the issue in #526 - I think it would be better to build a free transforming tool like what other drawing...
