[BUG] 匯入時如果名稱相同則後面的項目會覆蓋前面的項目

**BUG** 撰寫規則時不會檢查名稱是否重複，而匯出的 JSON 設定檔裡面又沒有類似 ID 之類的唯一欄位，導致匯入規則時後面的規則因為與前面的規則名稱相同而覆蓋前面規則內容（簡單說就是會變成有兩筆完全一樣的規則，前面同名不同內容的規則被蓋掉）
