Just wanted to ask if we want to change [the message](https://issues.apache.org/jira/browse/CASSANDRA-19126?focusedCommentId=17798565&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-17798565) as it might indeed be confusing. Also do we want to 'deprecate' SCM 4 as you pointed out?
