I updated to Monterey 12.2.1 (Build 21D62) and this bug seems to be fixed.

You have to enter your username and password each time it accesses the keychain to extract the keys for each device but the issue was that on some earlier builds...

What version of macOS do you have?

Please try 3.7.9 and if it still doesn't work can you please show me the output to these two commands `defaults read com.apple.Bluetoothd.plist LinkKeys` `defaults read blued.plist LinkKeys`

I'm wondering when macOS moved to using the keychain for the LinkKeys. Perhaps it's earlier than Monterey? Do you have entries in your keychain for BluetoothLE / BluetoothGlobal?
