@kcole16, this solution just needs to be generalized to near-api-js correct?

Expected behavior: When you change environments, there is a clear way to change keys. If there are no keys that can be used, then the user should be notified.

These should be added to the NEP for near shell. https://github.com/nearprotocol/NEPs/pull/31.
