It should be doing that, afaik. But it is compositor specific so it'd be helpful to know which compositor you're running the greeter as.
You may have to configure niri for the greeter itself: https://danklinux.com/docs/dankgreeter/configuration#niri to have the layouts. This is one of the things that should have been kept universal in wayland like...
