I can confirm - same issue - Windows AZ CLI produce exactly same error. Interestingly, the preceeding folder (C:\\Users\\\\AppData\\Local\\Temp\\) does not have BUILTIN\\Users, SID:S-1-5-32-545 user in permission list.
