When developing a solution for this, please make this optional or make it possible to disable/configure it so that server operators can comply with whatever legal privacy requirements there are.
The disablemic setting is supposed to disable the microphone. No need to change this. What you actually want is to mute people after joining. See here https://docs.bigbluebutton.org/2.2/customize.html#mute-all-users-on-startup

A fully automatic and more precise method can also be found in UltraStar Play. We implemented it there a few years ago and it is MIT licensed.
