We are experiencing a similar case and pinpointed it to some JS being loaded synchronous upon start. This seems to prevent the web view from starting properly on iOS 12.x.

Great to see the changes proposed here. What needs to be done to have this finalised?

@jennantilla is there a way to speed this up? Without a short solution timeline I have to consider moving to some OneSignal alternative.
