Triage: We have detached tooltips available (that use option 1), option 2 feels bit risky as it may end up hiding tooltip from screen reader. Probably not worth investing time...
I guess inline form is meant for multiple inputs in one line. Why not just put a search and a button without the inline form around it?
@sowasred2012 Oh, I guess we don't really use searchbox + button, because searchbox has submit built-in (the looking glass icon is a button): 
But I agree that it should behave more reliably around the buttons and other form elements, so we should look into that.
