Demo.Ironsharp not working

When I run the program file after changing the project and token settings an error happens as follows "No connection could be made because the target machine actively refused it...

I tried Nop4.30 rchat plugin in Nop4.20. But in RChatHub class _workContext can not be reached. It gives error. Did I miss something or shoul I try Nop 4.30dev?
