Temporary workaround has been found and described [here](https://github.com/rust-lang/cargo/issues/6513#issuecomment-553541035).

I got the same issue on Windows 7 and it looks like the reason behind that is `cargo` cannot find its way through our corporate NTLM proxy. I was troubleshooting...
