Fix region name selection for custom layer imports

Right now a region name is assigned to imports - shouldn't do this because the region selected is irrelevant for imports

Most importantly we need the new population data to work correctly in it. Right now it is listed but doesn't download correctly as I don't think the tool works correctly...

Allow resampling to coarsest resolution rather than finest, keeping resampling to finest as the default
